Abstract

This article aims at identifying the impact of biddings of companies/departments in the State of Espírito Santo by using an exploratory/descriptive study and a qualitative/quantitative study as a base after having implemented the electronic bidding. They appear in the revision of literature of main news as published by companies/entities that already implemented the electronic trading. Analyses of interviews are made through the use of a form in 25 out of 39 companies/entities in the State of Espírito Santo. The following is concluded: a) electronic trading reduces unit prices of products/services in biddings for it allows a larger amount of participants; b) the electronic trading reduces operational bidding costs when printing judicial notices and copies having little reference to manpower; c) the most relevant difficulties found are the lack of knowledge of the system, which is overcome through the intensification in trainings; d) the advantage with better performance is a largest competition of bidders, of which the main disadvantage is the loss of connection; meanwhile, the pointed consensus is that there was an improvement regarding the transparency of the process with the end of already-chosen suppliers. A new form of result investigation is suggested, which is restricted to the population analyzed. The work did not aim at knowing if corruption increased or reduced after the implementation of the Electronic Trading due to increased complexity of that matter.
